Using hotspots and buttons

I hope this isn't convoluted, but I think I'm trying to do something I may not be able to do.
I have a course where participants are learning how to properly use a certain system. The assessment is a situation where the participant has to click through the system to complete a task. The questions are graded based on successfully clicking a hotspot.
However, I want the participant to be able to return back to the slide with an explanation of the scenario in case they need more guidance. To do that, the participant would click a button. Unfortunately, if the participant clicks that button, they would get the question "wrong" because they are clicking outside the hotspot.
Maybe it's not possible, but is there a way to allow a participant to click the button without it affecting the hotspot? I've tried different "ifs/whens" on triggers but I'm striking out. Any suggestions you have would be wonderful and very much appreciated. Thank you in advance!

Hi, Bryan,
Put the button on a layer. Show that layer when the timeline starts. The button will then be above the "wrong" area of the base.

Thank you Judy! I didn't think about putting the button on the separate layer. That totally solved the issue. I appreciate you including the example as well. I found a couple of other things I was doing that weren't working either, and your example helped me to see what I needed to do differently.
