Hi Paul, Yes and No. The panels and ui can be built in storyline, but you would have to go into the published HTML files and edit the background code to have the static image stay in place. Also the control of the mouse wheel isn't permitted in SL alone. So the parallax effect would not be achievable. If you didn't need the scroll wheel you could get some similar results using an SL slider. But it's really not the same feel to the user. Hope this helps.
