I am working on a project on a specific compliance topic where part of the content changes depending on the Country of reference.
Is it possible to have a solution where the content is updating via variables from an excel/ xml that contains all the relevant information to set the content according to a specific country?
Storyline cannot work with files (like Excel, Word) at this functional level. Instead you'll need a web service that can communicate via Web Object and scripting. Point of note - this is a fairly technical technique. Searching these forums for web object and scripting might prove useful. Google Sheets may offer some solutions as people have found ways to use Google for similar features.
