I published a HTML5 assessment and it works fine when I see it in the horizontal view. If I put the iPad in the vertical position, it does not accept the right anymore and only shows the negative feedback window.
Can you verify which browser are you using? You may want to use the mobile Safari browser as mentioned here in the viewing requirements for Storyline's HTML5 content on the iPad.
Give it a test and let me know if you still encounter the same issue.

Can you also check the player settings and the browser size that you are using on your iPad? You could try to change the browser size as well; test the other options one-by-one to see if another one works.

Also, for verifying the version of your Safari, just open up the browser and enter this on the address field:

Not sure where to check the browser version. It's Safari on a iPad 2 with iOS 9.1.
