Sorry to hear you are also experiencing issues with getting videos to play while previewing/publishing a course! I’d be happy to help you troubleshoot!
This type of snag is usually specific to the file itself and tricky to replicate on our end. Would you mind sharing the affected file here in the discussion or privately through a support case? I’ll test the video and then share my results!

Debbie, I have no problems with your file on 1.2. It didn't play in the time preview but play in the scene preview. It also played in Review360. The only thing you might try is make sure your video drivers are up to date.
Great question! I understand that your video isn't playing properly when previewing in the timeline. I’m happy to work with you to figure out why this is happening! I have a few follow-up questions regarding the situation so I can understand what you are experiencing a little better.
Which version of Storyline are you using? I am using Storyline version 3.75.30269.0.
Is this happening with more than one file or is this the only one?
Have you tried importing your project into a new file? Sometimes that can solve some glitches within a file.
I’ve attached a Story file that I created in Storyline 360. The video is previewing in the timeline properly. Do you mind opening it into Storyline 360 on your end to see if you notice the same behavior?
Thanks for reaching out and I look forward to your response!

Here's my video clip. I attached it yesterday but for some reason it disappeared.
please upload the .story file - where the video is included
(the video file looks normal)
The issue is on Slide 1.2. I have another video on another slide and it seems to work.

the problem has nothing to do with the video - slide 1.2 is damaged
if you copy the video from 1.2 to 1.4 there is no problem with the video
