This could be accomplished with hotspots, a variable to keep count of the number of items you found, and a JavaScript timer to countdown. Triggers could start the JavaScript timer and a layer used when times up. You could also use a video-based timer to countdown from 3 minutes. At least, that is how I would build it.
The timer and the hotspots wouldnot be any problem. The biggest hurdle to tackle is the scrolling behaviour of the big background image...and thus moving hotspots and other elements along.
Either use only the max Storyline size...or use a Scrolling Panel to add all in it.
I forgot about the moving around the image part of the animation. Your information is right on target (e.g., setting the size or using scrolling panels to move around the scene).
