I publish the course to default to HTML5 output and allow Flash as a backup, but in Firefox it still launches in flash. While everything else launches in html5. Is this a browser issue or SL issue?
If you choose HTML5 first, Flash fallback and you're viewing it in one of the supported browser versions here for Storyline 360 (or Storyline 3) you should see the HTML5 first.
What version of Firefox are you using? Have you uploaded to a web server or LMS that could be pushing the Flash content as a priority?
You could look at publishing HTML5 only if you don't want there to be a flash fallback option.
