Zoom in to a specifc component within a screen shot.

Good afternoon all,
I am trying to find a thread, or post that deals with zooming in effect.
But here's what I am looking for exactly. I want a component of a graphic to come to the forefront. For example, I saved a policy document as a graphic, or screen shot, and I want just a section of that policy document to zoom forward, or an additional box appears as though it's been lifted from the policy document in the background. I am not sure if I am making sense at all, lol, but I know I seen a post similar to that recently and can no longer find it. Any advice or thoughts on how I should do this?

The zoom region will zoom the entire screen, if you want to magnify a portion of the screen then you will need to animate this in yourself using the grow animation possibly
