That typically happens if you have enlarged the picture after inserting it onto a slide. Zoom Regions are designed to work when you insert a picture and the make it smaller on the slide.
I did exactly that. I inserted the picture which took most of the space on the slide. Added the zoom, then resized it.
I read in another post that the person closed SL360 and reopened, then worked. I tried it and it worked. I'll have to see if it happens again or when I send for QA review.
