My slide has five layers, other than the base layer. Each layer has an audio track. The slide also has a lightbox link.
If I DON'T access the lightbox, the slide works as planned: each layer's audio plays when that layer is invoked and the audio stops when the layer stops (and closes.)
BUT, if I open the lightbox slide and then close it, ALL of the five layers play their audio simultaneously!
I'm sorry you ran into this issue! It looks like adding a trigger to your layers to Play media (audio) when the timeline begins (layer timeline) may be a good workaround while we get this figured out.
In the meantime, if there's anything else I can do to help, please let me know!

Great news! We just released another update for Articulate 360, and included a few important fixes that you'll see in the release notes here.
The item you'll be interested in is:
Fixed: Audio tracks from multiple layers could play simultaneously, even when the layers weren't open.
Just launch the Articulate 360 desktop app on your computer and click the Update button for Storyline 360. Details here.
