Storyline has a Freeform tool that might do something similar to what you are asking about.
Insert -> Shape -> Lines -> Freeform
There is not a Pen and Node Tool which would normally be used to accomplish the task you are describing.
I use Affinity Designer (similar to Adobe Illustrator) but a small fraction of the cost (and no subscription) to create complicated shapes and then import them into Storyline.
You might be able to get your desired outcome in PowerPoint. That allows cropping to a standard shape, as well as combining shapes to create a new shape (which could be "filled" with your image). Then you could copy the final shape into Storyline.
You can also save your shapes from PowerPoint as .emf and .wmf and import those into Storyline as vector shapes. Just remember to ungroup the shape after inserting into Storyline so you can use the vector formatting options.
