Branching and Table of Contents

I am excited to report that I started a new job this summer, and we use Storyline here.  Yay!  (My previous job used Captivate).

I have created a course with branching.  You can choose one of three different countries and learn about three topics under each country.  After the last topic, you move to the same scene (no matter which country you had chosen).  Then again, it splits out for a review.  After the review, you can end or return to the original list of countries and choose a different country. (then you can skip the scene which they all have in common).

The part that is confusing me...how do I do the Table of Contents?  Is the one in the Player too limited?  If I am in the France section, I don't want to see the topics for Australia.  I can't figure out how to do that.  Thank you for your help!  Let me know if I need to clarify anything.
