You absolutely can use other ways than just a quiz to signal to your LMS that a course has been completed. Carolyn mentioned the course trigger, which can be a great option!
Another approach that can work is included in the second link she shared: the number or percentage of slides viewed.
When you get ready to publish your course, click the Reporting and Tracking Button and then select Tracking in the left sidebar. There you'll also see the option to have your course marked as complete when a learner has viewed a certain number or percentage of the course slides.

By the way, Storyline 3 doesn't have the Completion trigger. If you've got SL3, here's another way to track completion:
