I'd like to create a course where users can brainstorm ideas, type responses to questions and write pitches within the platform.
Is there a function in either Rise or Storyline that will enable them to save their text responses so that they can go back any time to view/access them?
Can they they export these responses into Word?
Als, is there a way that they can share their responses with other course users and give feedback etc?

Rise does not have any of the functions you described.
When it comes to learner collaboration, this is typically done within a LMS, not in the actual course.
