Creating Accessible Courses help with caption generator in YouTube

In today's webinar "How to Create Accessible Courses with Articulate 360" David mentioned uploading a video to YouTube as a caption generator tool. When I do that the caption is saved as an sbv file. I don't see an option to change this file type to the recommended vtt file. I found an online converter Go Transcript but that is counterproductive. How do I change the format to the caption download?

While I've done the YouTube caption process before, Riverside's free transcription service is free and just as accurate as YouTube. I find that to be a simpler process than YouTube, although I wish the captions broke in more natural places.

I also collected a list of captioning tools after a recent LinkedIn discussion. I haven't tried many of these, but there are a bunch of options available.
