Developing Systems Engineering activities in Rise or Storyline???

I am working on a Systems Engineering course where the professor requires the students to submit graphical models which build upon each other.
Currently the students have an exercise that consist of 9 parts (Part A-C). For example, the instructor provides students with Part A exercise with instructions to answer it, the student then scans the solution and uploads it to LMS. Once a student submits Part A, they are provided with Part B, student prints out exercise, works on exercise, scans and submits, and receive Part C, etc.
Does anyone know if there would be an easier way of doing this via Storyline or RISE that restrict a student from received the directions to the next exercise before they complete the one prior?

The LMS is normally the route to go for conditional activities like this. Also Storyline could not save the items as the variables have a data limit. Something like Moodle would be ideal as it allow uploading of assignments.
