e learning via mobile app

I am a SME and wanting to create a mobile app on a healthcare topic asked often by clients. As this is my first time, any advices are welcome. 

Need a product that can be monetized. I have a tech partner, but wanted to learn for myself as to how to create a cost effective app to reduce entry barrier.
