Editing Scorm Package Inside LMS

Hi. we are converting to a new LMS however we are uploading the raw scorm files from our old LMS for our compliance training 

I'm trying to set a maximum attempts on the courses so that they can't just keep taking the test over and over without reading the content. 

My rep of the old LMS who we're getting the scorm content from says that theres no way to hard code that into the scorm file while the rep at my new LMS says it has to be hard coded into the scorm package because they don't have a way to limit those attempts on their end. so now i'm stuck trying to edit my own scorm files and I am lost. The lms has something called package properties editor but it doesn't seem to actually do anything. can anyone give me any guidance with this, maybe a free scorm editor, or maybe i'm using the wrong language when i'm talking to my two reps and there's just a misunderstanding?

You can only set attempts on quiz questions for articulate courses, the number of attempts is best managed by the LMS, although as you have found some LMss do not have this control. 

You would need to do in the authoring tool and it is not foolproof in a scorm package, if the user chooses to not resume they will get three attempts again
