elearning on the topic of trust

Hello! I need to create a 15 minute e-learning on the topic of building trust that can be used on a global level (individual contributors on up to management). I'm stuck in thinking of the best way to present this information. Right now I'm thinking of going with some sort of scenario based situation but it isn't quite clicking for me. Does anyone have any ideas or has anyone built an elearning on this topic before and can share some ideas? Thanks!

Is the challenge that your learners don't understand the value of trust? Or is it more that they are bought in, but need a bit of a "how to" practical tips?
The purpose of the elearning is to kind of get everyone on the same page and include some practical tips. I'm struggling because it's a topic that is hard to teach, especially in 15 minutes.
You are right about it being a hard topic via 15-min elearning! Hmmm....
So one quick thought is to break it up into even shorter..... yes, shorter.... mini modules. Structure each one around a single story/scenario. Show how it goes bad due to lack of trust, then what the person could do different, and the new outcome. For a simple example, think about the Boy who Cried Wolf fable...
Don't get caught up in the graphics. Can be a few simple illustrations done graphic-novel style even. But the key is to make these super super short, and have each one teach a central idea of how to build trust. (ie Keep Your Word, Listen Actively, Don't Over Commit, etc)

Further thought.... taking the above a bit further. Not sure who your stakeholders are, but you might want to create that list of key themes and have them prioritize them based on what they believe are the largest barriers to trust in the organization.
If you space these super short mini modules out over time, you buy far more mind share and start to actually change culture (far more than a single 15 min course ever could!!!). And you may find that after covering the top 3 or so, the need fore more really diminishes as the change starts to take hold.
I love the idea of mini lessons! Thank you for your suggestions. I'm going to try to work some content around that idea. I'll let you know how it turns out!
