Incorrect viewing of menu on slide

Hello.
I have a course that has a menu button in the slide master (so the learner can open an animated menu at any point) I created it using this method: https://www.youtube.com/watch?v=KjZXo4ZQjK4. However, I have noticed something strange:
It works beautifully, BUT whenever I am on a part of the course that is a layer on a slide, clicking the menu button closes the layer and displays over the contents of the base slide. I want the menu to display over whatever content the learner is currently on.
I have tried to apply the same technique into the feedback master of the layer as well, but then the menu just doesn't open at all for some reason. It's very frustrating.
Can anyone suggest how to overcome this problem?

This is an old demo, I think Jeff would agree it is probably easier to have one menu layer and paste the timeline in-between the exit and entrance animations and at the same times set the layer so it does not hide other layers.
Thank you for your feedback. Unfortunately, this doesn't really solve it as many of my slides have many layers (up to 5 or 6 on some slides) which means I cannot really make it so the slide layer doesn't hide other layers (or it'll be chaos)
I think I may just have to rethink my whole menu :(
The menu is the layer that should be set to not hide any other layers. Here is an old menu that I built that shows the pause technique, must better way to build menus.
YES!!! Thank you. I just ticked hide slide layers off as you said and it works just fine now. I am going to have to redo my 'close menu' but I'll just do it as you advised with the timeline instead of using a seperate layer. You've saved my bacon. Huge thanks!
