Making Mobile Videos Required

Is there any way to ensure that mobile learners are watching videos while using a mobile device. I know you can disable the controls for desktop viewing but, when watching on a mobile device the video player takes control and the user is given the option to skip through the video. I know you can build in assessments to correspond with the videos but I would really like to disable the controls completely until the video finishes playing.

It seems like there should be a way to do this. The new version of iOS supports inline video playback but there is a scripting requirement. Companies that develop interactive video software are successfully doing this.

Good point - I hadn't thought of the new inline video playback capability. Sorry about the snarkiness. I just get this question so often from stakeholders about whether you can make someone watch the whole video that I go into snarky mode.
One point I make to dissuade them is that anyone can press play, switch to doing something else, and come back once the video ends.
If you go to Player>Menu>Menu Options (the settings gear icon), change Navigation Restriction to Restricted. This makes it so that the end user can't advance to the next slide until they complete the current slide, forcing them to watch the whole video before going to the next slide. It also prevents them from advancing the video forward if you have the slider on your videos. I found this to work on desktop and mobile devices.
