Presenting sections of a document

Hi All
I have a 'referral' document that I want to present to the user. The document is completed by Managers to refer an employee to OH. I want to 'zoom in' on certain sections, showing the information contained in it and also give an explanation of the section.
Does anyone have any good ideas on how to present this please. I am currently taking screen shots and cropping the parts I need, but surely there is a better way??!!
