The attached example uses a couple of triggers to show the layer and hide the Prev / Next buttons when the Show Layer button is clicked and to then hide the layer and show the buttons when the Hide Layer button is clicked.
The Prev/Next options if using the built buttons are part of the player so they belong to the slide as a whole (that includes layers). If you want the buttons disabled until the layers are viewed here is a rough sample that may help you or give you an idea.

Note - there can be many different ways of doing this and you may have different requirements for revisiting the slide etc...so knowing exactly how you want it to function helps us help you.
