Prompt to resume does not give completed status, even when completed

Good morning, we can use your advice...
We have indicated "prompt to resume" and published in SCORM 2004 .
This part works.
But we also want to indicate complete/incomplete, based on tracking a minimum number of slides (87 of 126 slides, deducting glossary light box slides and branching slides which are not mandatory).
Our client tested that when using "prompt to resume", the completion state is not indicated in the LMS even when going to the end of the e-learning.
When using this, does this mean the number of viewed slides when first visiting is not counted? And/or does the number of slides is counted consecutively?
We can't use a quiz result slide, it is a normal e-learning, not a quiz.

It would help if you can troubleshoot the issue by uploading the SCORM content to SCORM Cloud and isolating if it's a Storyline or an LMS issue.
