Skills testing module

Hi all,
I've been asked to develop a skills testing module for customer service recruitment. It needs to be a simple simulation of a situation or just scenarios where applicants would have to select appropriate responses to.
The module would be saved to a desktop or USB drive and we would need to be able to access the results in some way. Is it possible to use Articulate products to create these?
If anyone has any suggestions on how this can be done (via Articulate or otherwise) it would be most appreciated.

You can create a scenario-based course using Articulate products.
When you publish a course, you get a folder full of files and sub-folders. You could have someone download a zipped course. To play it on their desktop, they'd then have to unzip the course, and launch it via the story.html file.
However, Storyline can't track what someone does on their desktop. You can only track a course that's within some kind of Learning Management System (LMS).
