I've created a course and I've been awaiting an audio file from the client. I'd requested that they'd record a separate file for each slide. Unfortunately, they have sent one 20 minutes file which holds the full course narration.
Is there any software that I can use to slice and dice the audio?
One benefit of this method is you can go back and treat your entire source with noise reduction, compression, amplification, etc... and re-export the whole thing into pieces using the markers you save splitting up the original.

Audacity is a good place to start.

+1 for Audacity. I also use Adobe Audition.
Audition is my tool of choice at work because of the suite of adobe products they have licensed.
Audacity is my tool of choice at home because it is free. (But very robust for a free tool, in my opinion).
Always Audacity.
Worthwhile doing some Noise Removal BEFORE you slice it up!
Using the export multiple feature is probably the fastest way to split up a file in Audacity:
