A colleague of mine asking me to find out a website developer to build a e-learning for her soo to be build campus. She asked me to find a web developer to build the e-learning system. What makes me confuse is that whet is the real meaning of e-learning on a website? What specifications she needs to build an e-learning system for her campus?

She needs to define what kinds of courses she wants to run - and how.
If it is just a "standard" website - it can run web compiled versions of courses.
Is she wants it to be SCORM-compliant - she needs to build an LMS using SCORM standards.
If she wants it to be Tin Can compliant - it needs to be Tin Can compliant.
She needs to define what she wants to do, and what her business model is before the question can be answered.
