Poedit seems to do the job. It reads every single text object and displays it as one block for translation. Storyline also accepts the translated XLIFF without any issues. Haven't tried the pre-translate feature as you need the Pro version to enable it.
The UI is also pretty intuitive and you get the hang of the workflow easily, especially with learning the keyboard shortcuts.
Overall, looks like a neat XLIFF editor that works with SL.

I haven't tried it myself but i know that Poedit supports XLIFF in their latest version.
