We are the strategic training partner for Articulate and this course was created to provide the instructional design training that supports our other Articulate 360 offerings on the site. The naming convention used here is just a matter of consistency with the other offerings.
You are correct, the training is tool agnostic. That decision was made on purpose since we do require any particular tool expertise to participate in the course. Some of our attendees in the past are stakeholders in organizations that do not plan on ever using a development tool themselves but they serve a role on a team that designs and build eLearning modules.
Anyway, I can see how that may be confusing. I hope my attempt at bringing a little clarity was helpful. Feel free to reach out to me with any specific questions.
