Recurring Issue of Elements Not Loading

Since the behavior isn't affecting everyone who access your course, we can try some troubleshooting steps to isolate the behavior. One test that you can do is to test your course in SCORM Cloud. Once uploaded to this LMS, you can ask the affected user to test the course to see if they will still be able to observe the issue. Testing this way will help determine if the behavior is LMS specific.
Additionally, did the affected user test the course using other browsers, and were they able to observe the same behavior when they did? Did User A's browser and computer have the latest updates installed?
