You are correct. Dialog layers are exclusive to the modern player in Storyline 360. This comparison chart is handy when comparing features between Storyline 360 and Storyline 3.
Standard layers can be accessible as well. Objects on all slide layers and the base layer are included in the focus order, which can be customized as needed.
If you do not hide objects on the base layer, arrange the layer content to display after the specific button or object that shows the layer.
