Anyone who has access to the Review 360 link is able to view comments and can set notification preferences.
By default, the course owner is notified of any activity on the course and viewers are only notified about replies to their own comments or mentions (if their username was tagged). This default can be changed by going to the ellipsis (...) menu and selecting Project Notifications. The user can choose between Your Activity (anything that replies to or mentions you), All Activity (all comments and replies), or Mute Activity (no notifications at all).
