You can manually upload content published to Review 360 if needed. For example, a firewall might block you from publishing directly to Review 360, or maybe you need to customize the published output first.

Review 360: Manually Upload Storyline 360 Courses
Please keep in mind that Review 360 allows you to collect feedback from stakeholders and should not host the output for learners.
So there is no way to upload a SCORM file that was not published by me to Review 360? ie. a Scorm produced by an external developer?

Yes, that is correct. A Storyline 360 course will need to be published in a specific format if you'd like to manually upload the course to Review 360. For LMS published files, you'll need to upload them to an LMS to view and access the published courses.
