I want to create a Manager's guide to assist them as they do their staff's performance reviews. This would be a resource guide as formal training is provided to each manager. I have been using Rise 360 for a few months, would this be the right tool to create the guide? I have been trying to learn Storyline but I am finding it difficult.

Yes, you could use Rise 360 for this purpose.
As it will be a resource guide, you could publish the course for the Web.
