Cannot click "start recording" in RISE

I am trying to record audio for my eLearning in RISE. When I go to "edit" my multimedia, which is currently the stock place holder for an audio recording, I only have the option to click on "upload file". "Start Recording" does not allow me to click it to start recording. Please tell me how to record directly in RISE.

    Hi there, Learning Development. Which browser are you using to author your Rise 360 courses? Older versions of Safari didn't allow audio recording; more details here.

    I have the same issue. I've used Chrome, clearing the cache, I tried Incognito mode, Firefox, and even Edge. They've all had the same issue. I tried logging out and back in, too.

    The day after I had this issue, the issue cleared up magically when I rebooted my computer (again). Now, the issue is back. I've run all updates (windows, chrome, dell). I just can't identify what is causing this issue.
