Completion % in RISE AFTER finishing a course

I'm having an issue with learners re entering a RISE course AFTER they have passed them and it's giving them a random % completed. 

I've put one of the courses this is happening with in SCORM Cloud to track. At every point along the way it seems to track as expected. Only when completing with a passing score does it send the the LMS that the course is passed (Regular LMS is Moodle, but behaving the same in SCORM Cloud). This is all tracking correctly. 

If learners however, decide to re enter the course (it should be a reference till the end of the whole course) it loads back up on the final page - but with a seemingly random % completed (see the attached screen shots). The course is set up so that learners must pass a few quizzes, which mans when they go back in - they can no longer access some material. 

This an issue as its causing learners to re attempt the learning multiple times - then call us. 

The % seems to be random - for the attached screenshot - 39%, some learners have reported 40% then 70% etc. either way, once they are re entering the course, it's not showing they have 100% completed the course. 

Anyone know of any reason why this might be happening?
