What causes Articulate Rise SCORM to save more than 64KB of user progress data when the user closes the window after they have completed the item?

We had a completion issue and an Articulate rise SCORM package tries to save more than 64KB of user progress data when the user closes the window after they have completed the item. And this action is blocked by the browser because it doesn't allow more than 64KB requests on closing the window. At the end we have 2 requests: one is Commit and another one is Terminate. The overall size of posted data is more than 64KB. As the result the second request is blocked by the browser. The end result is the course  not showing as completed in the LMS. Does anyone encounter the same completion issue?
