How to NOT call the SCORM API

Our client has a unique LMS that was built for them. Our exported courses from RISE do not totally work in their system. We've tried each exporting possibility - SCORM 1.2, 2004, xAPI, different completion statuses, etc none were successful. Other SCORM packages from other companies work fine in their system. The SCORM 1.2 Passed/Failed packages from Rise work fine and collect data when viewed by their end users; however, the same file will not display at all for their admin users. They get an immediate message after launch, 'Error Initializing Communication with the LMS'. They require the SCORM API not to be called so that the status is not saved, when their admin users view the resource. They are pointing to the imsmanifest.xml file to launch the resource. The debug file is attached. Do you know why this may be happening? Is there anything that can be changed by us within the code? Thanks.
