Rise is a form-based application which speeds up production because you don't need to make a lot of construction and design decisions. One constraint of the form is it's a form and some editing/customization is removed. What you see is what you get, for the most part.
You can always create custom interactions in Storyline and insert them as blocks if you want something more specific than what you get with Rise.
