I am also seeing the same error when trying to import a Rise module into Blackboard. I have tried exporting as Tin Can and SCORM. Please keep us updated!

I took a peek at Carlita's case and saw that my teammate, Miker, asked if the message also appears in SCORM Cloud. I don't have an update to share as of yet, but the best way to identify an LMS issue is to compare how the published output behaves in SCORM Cloud–an industry-standard tool for testing SCORM output.
If you're also seeing that Fatal notice, uploading the course there to see how it functions is a great next step–just to get a neutral baseline outside of Blackboard.

Does Blackboard require you to use SCORM 1.2? Have you tried any of the other SCORM or Tin Can API outputs?
Also, are you seeing a specific error message when you try to upload this to your LMS?
Not sure what I'm doing wrong as this is my first time thru. The message is "fatal error"
