Reach 360 vs Rise.com for a client who does NOT have an LMS

Hi folks

I would like to know the best way forward in a situation where I have a client who does not have an LMS of their own but would like their courses (which I developed), tracked by completion and quiz results. They do not need to author any e-learning modules themselves and simply need me to be able to report on progress for their learners.

I believe my 2 options are Reach 360 which is already part of my Articulate 360 subscription or rise.com. 

My question is: Can I achieve what I am trying to do through Reach 360, or should I consider rise.com? What are the pros and cons to be aware of?
