Rise block types are distinct and you cannot insert one block type (Labeled Graphic) into another type (Process Block). They can only exist separately.
If you require images within a Process Block you are limited to the media types that can be added within each step of the process.

Sounds like I'll have to create my desired interaction in Storyline and insert it into Rise then.
