Is it possible to link a Rise course WITHIN a Rise course? For an example, they can select the Rise and it would open in a new window next to the previous Rise link.

If both courses are hosted on a LMS, you'll want to make sure that there won't be login issues for learners if they access the second course while signed into the first course. I'd recommend testing it before sharing it with your learners!
If you don't need to track any course data, you can host both courses on a web server. Copy the URL to the second course, and add that hyperlink to the first course using a button block.
