Yes, to send your client a link to view a Rise 360 course in Review you'll need to publish to Review and then send them the share link in an email.
There's not currently a built-in send email feature in Review. If that's something you'd like to see, it'd be great if you could take the time to log a feature request to tell us more about your specific needs.
