We're working on updates to the UI to have it localized in Spanish (also French, German) so that the authoring experience would be in the language set within your Articulate 360 Account language. The current timeline for this update is Q1 '17.
It's also worth noting that elements such as the labels within the course (such as the Start course label) are something that you'll also be able to update soon (slated for Q1 '17 as well) so that you could modify those elements for learners whose language is something other than English.

Happy to announce that you can now customize the default text labels in Rise. This gives you the ability to make built-in course elements, such as buttons and lesson headers, say what you want them to say.

I hear that localization efforts are underway, but I don't believe I've heard any timelines on when we may see them.
