What you see is the expected behavior, as viewing the index.html page offline in a browser for LMS outputs will not provide the same functionality as when uploaded to an LMS. If you'd like to test the output, upload it in an LMS or a testing site like SCORM Cloud.
I created a sample Rise course with an embedded YouTube video, and you'll find the links to my test results below. When it was uploaded to SCORM Cloud, the embedded video loaded as expected. Your YouTube video should also load in your LMS.
