Sorry to hear that you ran into difficulty with this. Are you able to replicate the issue in SCORM Cloud or is the issue limited to your LMS? If you are able to replicate, we would want to take a look at the the .story file. If you are unable to share it in the forums, you are welcome to share here privately.
Do you have your project set to count slides for a completion? In your publish settings, do you have the correct number of slides to complete selected?
I also find it works better to have at least one more slide than the total number of slides you are going to count in your presentation. So if my presentation has 10 slides, I add an additional slide that tells the user than have completed the presentation, and they may close their browser. Then I set the number of slides to view for completion to 10. This way, when slide 11 is viewed, the completion is sent to the LMS.
I'd back up Dave's suggestion - and also make sure there aren't any hidden slides that the user doesn't see but are being counted towards completion. Also, were you able to give the course a test in SCORM Cloud as Leslie's directions state? It's a good testing site and really reliable for how an LMS "should behave" so if it's still not working there we'll want to see the .story file.
