Good morning Greg!

On the course that is not functioning as restricted, have you double-checked to see if the correct template is selected in the properties? Sometimes, this may change and this may effect the restrictions you've set in the course. 

This knowledge base article will walk you through the process of checking the current selection for the template. If you see that the template is not set to the one you've used for the other 2 courses, change the selection in the drop-down menu. Try testing your course again and see if the correct restrictions are now functioning properly. 

If you've confirmed that the correct template is selected, please open a case with us. We'll take a look to see what may be causing the problem.
