Custom Flash Tab doesn't load

Hi,

I am trying to gain any knowledge on why a custom Flash tab will not initially load when my course starts.  I have to press F5 (refresh) to get it to start.  I am playing the course through an LMS.  The tab also has a menu behind it.  Each menu item is it's own seperate course that opens in a new window. 

This has been a problem from the get-go.  Is there some code that needs to be placed somewhere to cause the course to wait until all elements are loaded. 

All of my plug-ins are up-to-date.

I am not the writer of the code.  I am simply trying to help the developer and right now, I'm running out of options.  Thanks so much.
