The specs for Presenter 13 say it can work with Presenter 09 files but no mention of Presenter 5 files. I stopped using AP5 when there were too many problem trying to use it with Win7. So can I upgrade to AP13 and edit those AP5 files or do I have to step them up to AP09 first? If so, how do I get AP09? I don't see it available.

You are correct, you would need to utilize Presenter '09 first for those files. You can download it here.
Please note that if you are then going to upgrade to Presenter '13, you would need to uninstall Presenter '09
